Typically, delivery charges don't go to the driver, they are an artificial surcharge made by the pizza companies to deal with the rising cost of ingredients.

When I worked at Pizza Hut, the $1.50 delivery charge was split. Drivers received $1.00 and the $.50 went towards the company (franchise). Tipping is completely up to you, but generally most tip 10 to 20%. I always go to pick it up when money is tight. I always view the tip as a 'lazy charge.'
I delivered pizzas a long time ago. The delivery charge (50cent at the time) went to the driver, plus any tips and an hourly wage.
I think a $2 delivery charge is adequate for a $13 order and would not tip additionally - but thats just me.

Delivery charge is a scam, just like how restaurants try to sneak in a %15 charge for tip if you do not look at your bill, then they expect another 15% on top of that.
