Melting ice takes a lot of energy, you can't draw enough energy from a 12V outlet in your car to melt the ice on your windshield very rapidly. Let me put it this way, you could use a 1500W hair dryer, which draws the maximum electricity available from even a wall outlet and you still would be there for a while melting the ice.
You're just going to have to chip/scrape it off, or else park your car indoors at night.
