Valve's Steam-powered store has Mass Effect for 50% off this weekend, probably as Mass Effect 2 is coming out fairly soon. Total price, $9.99, a few dollars less than the lowest currently on eBay.
If you've never used Steam, you basically download a client, which keeps tabs of all your games and handles the installations for you so you can run them out of the tidy interface. Installation of games is a breeze, you just can't run the client at the same time on multiple PCs. I've been using Steam for a while now, and it's a pretty slick interface, the only thing you lose out on is the box if you're into that.
Enjoy!

The Steam version of Mass Effect doesn't have SecuROM. I loved this game and bought it again even though I already own it so I can install on my new Windows 7 boot drive without having to deal with SecuROM.
You can probably get this game on eBay for around this price (certainly below $15) and it will come with a printed manual, which is something I always like to have. Depending on how long the manual is, whether the online manual file is crammed with graphics and shaded/colored areas, and depending on your printer, printing out a full manual could burn throught a good part of a printer cartridge and could easily cost you $2, $5 or maybe even a lot more than that to print out, so you may want to consider getting a copy off eBay instead of downloading it.
Many people would, in fact, pay a premium to have their games available digitally than have to deal with the disc - the option to download the game anywhere, on any computer, makes it well worth the price.
Additionally, as mentioned the retail version of the game has been plagued with Securom that limits installation to three machines at a time via online activation. The fact that this has been removed from the digital versions (Steam, D2D) makes it the better option.
Heard good things about M.E. The vids aren't so convincing, but for $10 I'll give it a shoot. Thx OP.
lousygolfer - a problem with buying used games off eBay is the game key usually has been registered with Steam. Games aren't transferable from one Steam acct to another. Not sure how good M.E.'s online multiplayer experience is, but without Steam it'll be pretty difficult to play online.
Nice, I had played the game for XBOX about a year ago, and I had been planning on buying it for PC so I could use the save to continue for the sequel. I was able to still get on the deal even though its not technically Monday morning.
