Buy.com always puts you on STANDARD instead of BUDGET for shipping at checkout. You have to select BUDGET to get the free shipping. One of many things Buy.com does that they hope you won't notice.

Still works thru Amazon.com at the moment (but shipped from and sold by Buy.com). Just go to Amazon and search for NeatReceipts. They charged me tax (I am in Cali), but still a good deal. Thanks, OP. Greened.
