Are the "ultra high speeds" as good as it gets? I understand media have different speed ratings so would that be the top speed the reader is capable of? Like a class 6 SD card will not read at that speed?

If it's really writing at 1.3 megabits per second (which might be a typo), it'd be borderline unusable.
For comparison, this review benchmarked a Sandisk reader at around 20 MB/s. More expensive, obviously, but sometimes you get what you pay for.
