The $5 program was upgrading HD DVD's to Blu-ray's. This one also requires you to mail in your DVD's instead of just the cover art.
Also be careful what you upgrade. Some of the titles they're charging $7.95 to upgrade are selling on Amazon for $9.99. Also it's $7.95 for most but some are $9.95.
They are not paying any more royalties to the owners since no "New copies" are sold, however they are still making up to 10 bucks per movie... Just amazing...
