"PST" is short for "Pacific Standard Time", that is, the current time on the West coast (Specifically, California, Oregon, Washington) of the United States when not in Daylight Savings Time.
"am" means "ante meridian", or, "before noon", which is the time that starts immediately after midnight, up through the second before noon each day, commonly known as the "morning hours".
"from 4-6" means specifically (that is, "only") the hours 4:00 and 5:00.
Thus, this is a deal that is or was good starting at 4:00 in the morning and ending at 6:00 in the morning in the US Pacific Time Zone.
Also note that the original poster specified "tomorrow"; since his post was made on November 24, this would mean that the above applies to November 25, a Wednesday this year.
