This is usually $19.95 at Laplink.com , lowest I've seen was ~$15 when it was first available. Using this app will allow you to, for example, upgrade from 32-bit Vista to 64-bit Windows 7 without having to do a clean install. You also don't have to manually reinstall and configure programs.
Everything it does can be done manually, but depending on how much you value your time and how technically savvy you are it can definitely be worth it. One other thing, there are some toolbar offers and other ads during installation, which I think is pretty crummy for paid software.

The toolbar and shovelware was pretty crappy, but the program worked like a champ. Upgraded a PC with 2 users from XP pro 32 bit to Win 7 pro 64 bit, and darned near everything worked fine. Had to reinstall Adobe Creative Suite 3, and upgrade to a 64 bit version of my antivirus, but other than that it was without a hitch.
