Decent is questionable. You can get a significantly better card than the 4550 for not much more. Even though this does have 1GB, I'd prefer a better card with 512. For reference, Tom's Hardware tier places the 4550 in the ballpark with GF 6600 GT/8500 GT and Radeon X800 GT/X1300 XT (plus many others).
UPDATE: had to check around after making that previous statement, to be sure I was justified. Anyway, Newegg also has a Powercolor 4650 512MB for $29.99 after $15 rebate and free shipping. It's only DDR2, but still significantly better than the 4550. More on tier with 7800 GT, 9500 GT (GDDR3)
Yea, don't make a judgement of what's decent or not. Let people decide for themselves. Just tell us what it is. Good HTPC card, not so great for gaming unless your budget is strictly $30. But for $50 you could get something a lot more powerful.
Don't know if the deal deserves the "cold as Pittsburgh" moniker...while there are more powerful options for gaming at equal/little more coin, the card linked to does feature a silent HSF, making it a better HTPC card, imho, than those being linked for comparison. Granted, HTPC is a smaller market, but for some folks this deal is great. You get access to more advanced processing without CPU support for 1080i video, over cards such as the 4350 (which struggles a bit with post-processing of 1080i, unless you have a beefy CPU) in the same price range.
OP, next time just post the facts and let readers determine the worth of the deal. You can put some opinion or suggestions for use in the body of the post, but use the title for price, store, means of attaining price (such as BCB, rebate, etc.).
For others, I'd say don't be so quick to throw red around. It's a good deal for someone looking for a low-profile, silent card for HTPC.
