Actually we have one of these (same brand and picture looks the same, didn't check model #) that we've been using for about 2 years now and we LOVE it. We leave it on the charger when not in use. As if enjoying wine weren't fun enough, since you get to press buttons it makes it like a fun game! Wooohooo, who wants to open another bottle!?!?!

Leaving ANY rechargeable cell on the charger 24x7 will shorten it's life. We run the toothbrush until it slows down and then charge it for 24 hours. Since replacing the cells requires breaking open the case, soldering, and gluing, I don't see a high probability of success. NiCds can last over 20 years with the proper maintenance.
