I have a 7" portable lcd tv, i had it for about two years i mainly use it plugged in (AC adapter /charger) ,never had a occasion to use it on battery(built in non user replaceable? ) alone. normally the light is green (charged )now that i assume the battery is no longer holding a charge ,it will not work (turn on)
my thoughts are is the dead battery not allowing the circuit to be complete, thus not allowing the power to get to the TV ?

On that model, the battery is a non user replaceable unit.

The iPod/iPhone etc have "non user replacable" batteries. eBay has replacement batteries and there are tutorials. It's replaceable, just you may need to devote a bit more time.

The original question: Can a dead battery prevent this TV from working, using the AC adapter/charger?

Yes

reboot it

I've got a 7" Haier tv with the BAG type battery. When I bought I had no idea that is was a throwaway device.

batterys (1.40MB)
Disclaimer

Most of the TVs in this size range are generic in specs that's why i didn't mention a brand name

So with that being said, i can just remove the battery and join the red and black wires together and complete the circuit?
and use it on AC charger /adapter alone
because i seen replacement batterys for $20 and that kind of money for a $50 tv is not worth it to me because even with a full battery u only get about 20 mins ,so i rather it be working on ac alone then not working at all

Based on the description, I'd guess it's 3 AA cell NiCd batteries. If so, you could easily replace them although your understanding of electrical systems makes even this a life threatening situation.

If you remove the current battery and connect the red to black, best case nothing will happen when you plug it in; worst case it'll catch fire. DON"T DO THIS!
