It says non transferable but the codes are always the same no matter who they send them to.

Instructions: Here's a code and instructions that I ran across from a certain ahem coupon site which will remain unmentioned.

"If you are buying through eBay and trying to use a code your paypal account must be actively linked to your eBay account. To check it, go to profile (in paypal), under selling preferences click the top link auctions, there is your eBay user ids. Now if your already linked it will say ON, if your not....it will say off. To link them just delete your eBay account, then re-add it with your password for eBay. Wait like an hour and try again. Without being linked, paypal codes will not work, But they dont like to tell you this haha."

It does take some time for the change to come into effect so just wait before retrying the code. I checked it just now, and it works!

I found out if you periodically change your eBay password, you will un-link the Paypal account each time and not know it (they don't send an email or anything) because your Paypal account won't have the correct password on file. I just found out I had done this and had to re-link my account. That's probably one of the reasons that some people don't get coupon codes and don't know why. I think eBay prompts you to change your password every 180 days or something.

Well, I did the get email, but Paypal won't let me proceed to checkout. Page errors out after I put in the code to proceed and tells me to contact Paypal. There's gonna be a lot of pissed off sellers if nobody can log into Paypal to pay for their items before 12am PST. I will have to refuse my item because I'm losing a $90 discount.

You made the seller eat the eBay listing fees all because you could not use the coupon?
