That makes little sense.
It's OK to ship lithium batteries by air within the US, but not recipients outside the US? Do they only explode in foreign airspace? The USPS thinks it's safer to ship a lithium battery to Guam than Canada?
Good news is shipments within the US and territories appears to still be ok, and USPS expects that by 1/1/13 final regulations will be in place allowing international shipments again.

Just sold an iPad to Australia and right before I shipped it, I saw the new restrictions. This will be a burden on my sales. FedEx and UPS are three times as expensive...
