If Paypal says the address is confirmed and the transaction page says "OK to ship" you should be covered under seller protection. Make sure to get delivery confirmation and a signature if the payment (including shipping) is $250 or more.

Recently I bought some stuff from Amazon.com. Original order total was $802.68 for a quantity of three. I called in customer service to decrease the quantity. The rep somehow messed up and canceled the order. Then replaced the order with a new order, which increased in price by $2167.29. Amazon.com price went up by a huge amount. I ordered a quantity of 3. Anyways, the rep said he was going to credit me $2167.29 which was the difference from original order total of the order which he canceled, after the order ships this was back in 10/01. Anyways, this fup they still haven't refunded my money and now I filled a chargeback with the credit card company AMEX. I keep getting bullshitted around from Amazon.com when I call customer service like they are still working on it etc.
