"8. What happens if BidPay sends me a payment paid for with a stolen credit card?
Upon receiving notice from the correct cardholder, we will email you with a request to cancel the order. If you have already cashed a money order, we will ask you not to ship the item. If the item has already been shipped, no further action will be required.

If you have not cashed the money order and have not shipped the item, we will ask you to destroy the money order and consider the transaction null and void. If the item has already been shipped, we will typically honor the money order, absent unusual circumstances.

If you have had a payment sent directly to your U.S. checking account and the item has already been shipped, no further action will be required.

WOW< Ups Police!!!

I disputed a charge on my card for an item not received, Seller sent via ups and had it left at front door. I had expected he nor UPS would leave it at the door. anyway, I disputed with paypal and they found in his favor. Thus I sent in a chargeback dispute to Visa. 14 days later UPS shows up at the door with a paper to sign. then 5 minutes after he left another guy showed up, suit pants and tie with a neat UPS investigator ID wallet. TOld him he just missed the ups guy (he too had the same form in hand.

ANYWAY, never knew they had UPS police. Was rather odd to see that. anyway....what do you all make of that?

UPS investigator = POLICE

The Ups Investigato though was pretty well dressed though, neatly pressed suit pants pressed white shirt and tie, drove a Honda Elements car (ugly orange too). I would assume the get the police involved in these matters, why else would this man come out to my home. Either way he was friendly and maybe he Just needed to get out of the office.

Anyone have them show up at their home?

Paypal story:

I sold a laptop via eBay for 1600ish bucks. I thought I sent the item as SPP eligible however I have found out that DHL tracking numbers expire and thus the tracking number I have from the DHL shipment will no longer work.

Paypal simply said the funds were fradulant (I had already took the money out of my bank account) thus I was left with a 1600 negative balance. No biggie I figured, let them send the collection letters. That is until they stole the money from my discover card (which has now been canceled with a fraud investigation).

Here is the most intersting part. Paypal initially said the CC I was paid with was stolen, yet after talking to the buyer, I find he paid via bank account. Paypal then said the bank account had no funding. The buyer laughed at this, provided me with all transaction details (routing numbers for the wire to paypal as well as the transaction ID from his paypal account) (and he called his bank who stated no problems, AND called paypal who said there is nothing wrong with his account and mine must have the fraud). The buyer is willing to fax copies of his bank statements to paypal and is willing to give a written statement as to being VERY satisfied to the laptop being exactly as was described. Paypals latest story is that the buyer filed a dispute, and to get my money back I must: refund, or the buyer drop the dispute (which he never made). He emailed them saying he never made a dispute and if one was listed to please drop it.

Is my story unique? I am lucky that the buyer is actually getting quite upset with paypal and is more than willing to help me out. I just can not believe that paypal continues to give me a different story every time. The latest email I sent to them outlines all the event with the transaction details, bank name, etc (about a 2 page email) asking for most importantly answers as to what the heck is going on....


Being on the line of having 1600ish stolen from you by paypal sucks, yet discover card continues to assure me that I will not be reponsible for the charge since I never recieved a good and/or service and that paypal cannot simply legally 'pass the buck' of a debt I supposedly owe them to another credit company.

I'll keep the board posted...

EDIT:Well, it turns out I provided paypal with the wrong 'tracking' number (the transcation number from OfficeMax NOT the DHL tracking number). I have since sent them this correct tracking number which I am hoping like heck will at least cover me via the SPP.

EDIT:Paypal says they need proof the guy recieved the item. I called them, said I had emails which he stated he recieved the item. I forwarded all four of those to paypal, no we will see what happens. A new interesting twist, paypal has now placed a negative balance on *his* paypal account for the money they already stoled from my discover card. It will be interesting to see if they now still it from his CC. That will mean paypal has gotten paid THREE times.

Great thread. The moral of the story is that if you are a merchant that accepts credit cards, you are also accepting a risk of a chargeback.

I guess some basic questions still remained unanswered:
1) How does SPP work? In what ways you are protected.
1.1) If I have SPP, and buyer filed INR complaint, I will won automatically within PP?
1.2) If the buyer loses PP chargeback and files CC chargeback later, does he has a chance to win?
1.3) Suppose he wins CC chargeback, who loses the money? PP or me?
1.4) Suppose buyer skips PP and files CC chargeback directly, what are the answers to previous two questions?

2) If I don't have SPP, I will lose whatever complaint and chargeback within PP and lose the money? If the buyer skips PP and files CC chargeback directly, do I have a chance to win?

A couple of comments:
1) I recall that to qualify for SPP, the item has to be tangible, which is not mentioned in this thread, am I missing something?

2) A link to PP SPP policy might be helpful. Text

I read the policy again, and it sounds like it doesn't matter who wins the dispute, but PP is just covering you if you qualify for SPP.

About intangible goods, PP doesn't protect either buyer or seller, meaning PP will ignore buyer complaint and will not protect seller. But ultimately, seller loses money if buyer file CC chargeback.

If I am shipping an item worth over $250, but am shipping it with insurance (which also requires a signature), do I still need to purchase signature confirmation?

Is the insurance signature trackable online? It's not, so yes, you must get the separate sig.

If I'm already shipping to an unconfirmed address (which disqualifies me for SPP), then would it make a difference if I used SC or DC?

If you don't follow the SPP, but do get a sig, and the buyer claims non-receipt, you will lose any PayPal complaint but would have grounds for a mail fraud complaint.
