I sent something to a buyer with USPS 1st class mail using standard brown envelope since item only weight 2oz, because it is printed from Paypal shipping, it added delivery confirmation automatically. Today buyer email me that they receive the item but have to pay postage due of $3.73. The were told it is because I used delivery confirmation on a first class mail package that was under 3/4" in thickness. So it was handled as priority mail since it could not have delivery confirmation on it as first class mail.
is that correct? if it is right, is there anything I can do on Paypal not to add DC?

You cannot print First Class Letter from PayPal. Since you don't want DC, just stick an 61c stamp on it. You may need to add another 20c postage if it's rigid or odd shape letter.
To ship First Class Parcel, follow henny's advice and put some bubble wrap in there so it's more than 3/4" thick.
Every time I stick something in there to make it 3/4" thick the block heads at the post office still try to send it through the letter sorter and the envelope gets shredded.
I've done this often and I rarely have a problem. Note as trifate indicates, you sometimes need to reinforce your envelope with a bit of packaging tape. Once I did that, I never have a problem.
I've had someone sent me a gift card via First Class Mail with DC. It looks just like a letter but with a printed First Class Label with DC. It was not bumped up to Priority Rate. I guess it depends on the post office?
DC is not allowed on first class letters or flats. Any item that is delivered with DC that is a first class letter or parcel should be re-rated to the correct class and postage. occasionally some items that do not qualify for dc may sneak through but it is not the norm.

I've sent a couple gift cards in a flat envelope 1st class with DC and have not heard any complaints. I'm guessing I've just been lucky.
I use a bubble mailer and fold it a few times for small items. It makes it look to the buyer that I am REALLY serious about protecting his item, rather than trying to save a little bit of money on postage.
for all auctions just do freeshipping and up your auction starting prices to include the shipping cost, people love the word free and you will get higher dsr`s and more sales. like how can they complain if you shipped it for free?

POs seem to be cracking down a bit more, maybe its due to the amount of money they lost last qtr.They are closing 3500 offices. Does that give a hint that they are hard up for cash?
