If it was a chargeback, and assuming the OP's cc company didn't just credit him as a courtesy, then PayPal either yanked funds from the seller's PayPal account or put his balance in the negative, so he likely doesn't actually have the money any longer.
OP contact the seller and notify him he needs to arrange to have the tires picked up. You simply need to make them available for the carrier of his choice to retrieve them. Or, if you still want them, you should negotiate re-payment for them.

His paypal account is in the negative, but very likely he still has the money... I've had several sellers that will ditch a paypal account over more than $100.

Why did you lose the dispute with paypal?
Can you really do that? Considering PayPal has your bank and credit card info, couldn't they very easily make your money their money?
I'll contact him to see what happens. I'm surprised he still didn't contact me yet.

I had a buyer (thief) in South America dispute his credit card after I shipped to him. I lost the money when Paypal reversed the payment and the merchandise. (The buyer never disputed through Paypal) OP should contact the seller, he might not know yet that Paypal yanked his money back.
OP, what did the seller say was the reason you only received 3 tires, not 4?

So they were each sent separately? What about tracking? Was there any insurance on the shipment? Even if you didn't pay extra for it, some services automatically come with $100 of coverage. Even if sent USPS without insurance, the seller should fill out a form to report it, if indeed 4 were sent. It's quite possible the fourth package could be delivered eventually -- it may be sitting on a shelf somewhere -- in which case you would just pay the seller in a separate paypal transaction.
Why was this outside eBay? If it started as an eBay auction then you contacted the seller to go private or vice versa, you were asking for trouble. First, it violates eBay policy (they like their transaction fees) and second, you have no way to leave feedback or file claims (as you found out).

seller tied two tires together with one tracking. The other tire came lose without any piece of identification attached, so no way to track it. Seller wasn't cooperative in filing insurance claim even though the burden was on him to do so.
you can use paypal for many reasons. This deal was from private seller of a internet forum who accepted paypal.
I never mentioned this transaction related to eBay in any way. Please do not AssUme.
However, I would like to thank you for your input.
I think you need to offer to send them back at his expense, if he wants them. You got your money refunded. Write him a letter offering that, and if he does not respond back, then keep them. But first, be honest and up front with him, telling him he can have them back, if he provides shipping. You may also bargain a good deal with him on keeping the three you received, if he is willing to bargain with you. If he will not give you a good bargain, tell him he can pay to have them sent back.
