I went to use the Automated Postal Center today for the first time this year and had one envelope, about 12 oz, going to Australia. It said that the APC can only ship documents internationally and that I would have to fill out a customs form for anything else. Was this changed because I've used it many times before for international items? It's entirely possible that I just skipped passed that screen in the past, because I do tend to go fast with that machine. I was under the impression that items under 1 lb. do not require a customs form.

I've always had to do customs forms for any item regardless of weight/value.
