I want to buy something on CL but its not in my city, I know its for local but the owner agreed to sell it to me but how could I transfer the funds to him that will not only protect me and sure it would have to protect him or he wont do it. Does paypal offer protection outside eBay? any help on this?
Buy using paypal or Google checkout system using credit card.If seller didn't send the item or it is not as described you can file a charge back.
You can also try a escrow service like Escrow.com.
Amazon checkout also has A-Z claim buyer protection off Amazon.

Ok so paypal or google , now what method would be better for the seller to accept ? say I was selling something and didn't want to get burned?

Yes, you're protected against INR on goods outside of eBay.

i don't know about that, i purchased an item (around $40) on craigslist that was a couple of states away from mine and the seller never sent the item. i disputed it with paypal as item not received. the case was decided in my favor but paypal was not able to recover the funds from the seller.. i did pay with a credit card but i'm not sure if i should file a chargeback - does paypal restrict your account if you do a chargeback?

No, they'll restrict the sellers account. In the old days they'd take the money from you via unauthorized transfer.. They got smacked around in court.

I am selling an item on craigslist worth quite a bit of money. I have had several replys that all inquiries want to use paypal to purchase this item. I am skeptical because they are out of my state and it is a large amount. However they assure me paypal protects both parties. What should I do? One of the buyers has a g-mail account and I heard those are scammers.

Ask for cash. They can send it USPS registered mail and insure it up to $25,000. Paypal won't protect you.

I now ask for USPS MONEY ORDER,, cash them on the way to the post office if all goes well give them the package and done deal.
