I think thats why seller is able to sell it cheap by paying lower feebay fees and passing the savings to buyer.

When I buy something I always look only at total cost.

But some buyers care about it because some sellers only refund purchase price and not shipping during returns but some sellers only deduct actual shipping on returns.

I avoid such crooked sellers and also look at sellers feedback.

Free shipping promoted by feeBay means nothing as the cost of shipping is just build into item price so that feeBay can extract more fees from seller which also increase item price paid by buyer.

i'm sure they'll pull his listings soon...

I am not sure they ever cared. When I complained about a couple of items with ridiculously high shipping costs eBay did nothing.

I do care about shipping costs because if the item is not as described, the seller will not be refunding the shipping costs.

Yes they will. Under a SNAD dispute you're total purchase price is refunded upon proof that you returned the item. Your only expense is the actual return shipping cost.

eBay really needs to "throw a bone" to sellers that offer free shipping. (ex: 20% FVF discount)

I look at total cost mostly, but bing 8% discount don't include shipping, so to maximize bing discount you need to look for free shipping.
