Has anyone noticed two separate insertion fees on an eBay item? I couldn't find any explanation in the seller materials.

I just sold an iPhone after relisting it when it didn't sell the first time. I started it at $399, and it was bought using buy it now for $449.

I sold it for a friend, so I went to check the fees to get his net amount and found two insertion fees: one for $.35 and another for $3.00. Why are there two separate fees?

It's important because I got the relisting credit, but they kindly credited the $.35 fee and not the $3.00 fee or the combined $3.35.

Punchline:
The $.35 fee was for revising the starting price during the original auction. It was not a listing fee.
I didn't qualify for the relisting fee because it was relisted using the wrong link - Sell Similar instead of Relist.

The $3.00 fee looks like a border fee. It's a fee for added features which are billed as separate fees and are not built into the insertion fee.

I don't think so. I don't remember putting a border around it, and the fee for starting an item at $399 is $3.00 according to this page.

So I can't figure out where the $.35 fee came from.

$3.00 is the insertion fee. They should've credited you for that. Did you use gallery plus? That should explain the 35 cent fee because gallery plus is the only thing that will hold you back 35 cents. They do not credit back listing upgrade fees. Maybe they made a mistake and credited you back the listing upgrade fee instead of the insertion fee? Although that chance is very mere...

Starting price of $399 carries an insertion fee of $3. The BIN option for that level costs $.35. You appear to have been charged correctly.

As for why no credit for the $3 fee, insertion fees are credit on qualifying relist, not extras like BIN fees (unless you are a powerseller and your buyer never paid). I would suspect that your original listing carried an insertion fee of $.35.

If these were the listings I suspect they were, are you sure you even qualify for a credit? The first listing appears to have been ended early by the seller, and relisted based on that original listing, but such a scenario does not qualify for any relist credit.

I don't think this is the iPhone you are thinking of. The original item didn't sell in 7 days. The relisted item was for a 3-day auction which ended early because someone met the BIN price.

My account includes a separate BIN fee of $.25 on both the original and the relisted item. The first listing has the extra $.35 insertion fee, but the relisted one doesn't. It's possible I accidentally requested Gallery Plus on the first item, but that's not an insertion fee, right?

And thanks, everyone, for trying to help me figure this out. I hope I don't seem nuts trying to track $2.65. I just hate the thought of eBay pocketing it through a mistake on their part.

The initial listing had a refund of the 35 cent fee because you raised the opening bid and when that happens you are credited the original value then charged the appropriate one.

You were not credited the second time around because you did not modify the insertion fee when relisting. That is, there was nothing to credit, the initial fee of 3 bucks was correct, so no need to refund 35 cents.

Are you certain you fully qualified for the relist credit? Check the criteria here.

Cool. I understand the $.35 credit now. Thanks for explaining.

But I do think we qualify for the relisting credit.

It's the first relisting within 90 days.
Both items were single-quantity, online auctions without reserves.
The relisted item started for less than the original and ended with a winning buyer.

Is there anything else I'm missing?

What was your first listing's insertion fee through a promotion? Policy states this:

"Note: If you originally listed the item during a promotion and your original Insertion Fee was lower than the Insertion Fee for your relisted item, you'll be credited for the lower of the two fees if your item sells the second time."

Upon looking more carefully, I think what happened was you relisted it for $0.35 when the auction started. Then you went and modified the auction and add additional features or change the starting price, so additional fees were tacked on ($3). Those additional fees were obviously not refunded. If this isn't it...I'm out of ideas.

Turns out we made an error relisting and clicked on a Sell Similar link instead of a Relist link.
I found this out after emailing eBay support. They were nice enough to tell me what happened and credit the $3.00 "just this once."

So mystery solved. Thanks for all the help!
