Ebay paypal feedback policy-positive feedback b4 item ships?

I need someones help please. I just bought ps3 on eBay and paid immediately thru paypal. I immediately received an email from seller stating he would not ship until I posted positive feedback because paypal would not release funds to him until then. I told him I would check into it and get back to him. I called paypal and they recommended not leaving positive feedback until item arrives but did confirm that they would not release the funding to him until I leave him Positive feedback. I called seller back and he refuses to ship until payment is released. Now what? Is it ok to give feedback B4 item is received? I think not. I also asked paypal if I left neutral feedback just stating seller has good communication would they release funds- answer was "no". What to do? Just let Paypal reverse payment back to me? Someone let me know if this is new procedure and what is best recourse. Seller is mad and all I did was pay immediately. I have no control over paypal. ?????

How do I move it to the online auctions forum? Paypal says this policy now applies to ALL transactions. I told them that this would completely push out the "little man". They can not wait on their money.

So if I read what you are saying properly the new Paypal policy is unless you give positive feedback the seller will never get the funds released? Paypal is going to keep the monies for how long?

Do not post positive feedback until you have received the goods and are satisifed with the transaction.

If the seller has a problem with PP that's the seller's problem. Not yours, nor should you be expected to act in any way to alleviate the issue. You've made your auction payment, and that's all that is required of you.

I can understand seller's dilemma. However, I do feel that he should have stated this in the auction listing if he was going to require positive feedback before he shipped the item. Seller is mad, but I am still afraid to give early feedback. He says that he still has money on hold for items that he shipped almost a month ago and buyer will not respond to his emails to post feedback. I do not know how long paypal will hold funds. However, I did do my part of the transaction. He is supposedly only one state away from me. I told him if he would ship today, I could possible receive tomorrow and immediately leave feedback and he would have his money tomorrow. He says no!

Seller has no right on demanding positive feedback before the transaction is complete (ie you paid, seller shipped, you received item and are satisfied).

If seller doesn't want to agree to eBay/paypal terms, then seller should not be in the auction business. If seller does not ship the items within the specified terms, then you should file for item not received. If you paid via paypal from a credit card, you can even initiate a charge-back instead of letting paypal handle it.

I would file INR in PayPal immediately so that the seller has to provide a tracking number within 10 days. Just don't reply to the seller until he ships it. It's his responsibility.

Ask the seller to refund your payment, and send you an invoice through Google Checkout. Then pay by a credit card with good buyer protection (if you don't get what you ordered within a reasonable amount of time, file a chargeback). Then call PP back and tell them they lost the commission on a sale due to their inane policy.

Either that, or just file INR, neg the seller, file NPS with eBay, let seller know that no buyer in their right mind will do what he is asking and move on.

BAD advice. If you do that (and assuming seller is a scumbag) what stops him from shipping a rock? You'll lose INR claim and won't be able to file SNAD

Even if you file INR, and seller sends you a rock you CAN file SNAD after an INR, but you need to call Paypal to make the switch.

I would get a refund, maybe leave a neg. depending on his further actions and move on.

Correct, you can get PayPal to convert INR to SNAD after the fact. I've heard it takes some prodding but it can be done.

Some things don't make sense. What if: Buyer receives item. Buyer is unsatisfied with product description and quality. Buyer doesn't want to hassle with returning it and will settle with what he received. Buyer leaves neutral or negative feedback due to bad description/slow shipping. How does the seller extract his funds from paypal with this non-positive feedback?

According to Payapl Customer Service, Seller can not receive funds if negative or neutral feedback is issued. I asked if I could issue neutral feedback stating 'good communication but awaiting shipment' so seller could receive funds and then update to positive feedback once item was received. Cust .Svc Rep told me they would not release funds without positive feedback. To update situation, Seller still refused to ship item. I was refunded money last night, but now item shows that it is still awaiting payment. Now, I have had to file the issue with eBay's trust and security department to resolve. I called seller first and left messages twice to try to resolve, but no reply. Last email received from seller states that he will absolutely not ship item until he receives positive feedback which I refuse to give until I see item. So, therefore, we are at an impass. I also spoke to eBay and paypal and asked if i did issue positive feedback before I received item, would I have any recourse if item was not as described. I was told that I would have any recourse. If I left positive feedback, they would assume I was satisfied with item.

Sellers CAN receive funds if negs or neutrals are left. It's a dispute or claim that would delay or prevent receipt of funds, but feedback alone should not prevent the seller getting paid. Btw, you cannot change your feedback once left.

What is happening is PayPal is placing 21-day holds on some sellers for some items. The money is released within 21 days unless a) tracking/DC shows delivery or b) the buyer leaves positive feedback, in which case the funds are released earlier. Sellers are still expected to ship as normal, but many seller, especially newer ones, are hesitant to do so without having funds in hand.

If your seller has refunded the payment, that's a pretty clear sign he refuses to complete the transaction. A non-selling seller alert and appropriate feedback may be called for. If he attempts to file a non-paying buyer alert, you would want to respond with the payment transaction ID to avoid any nonpayment strikes.

If the seller doesn't want your money than move on and give your money to someone else.

Let me guess it's a sub $50 dollar item that would cost $5 to ship.

This is an impossible situation which Paypal has put the Seller and Buyer under. If I'm the Seller, I would NEED the money before I ship. If I'm the Buyer, I would NEED the item before I leave positive feedback. Screw Paypal!

No it was not a sub$50 item -whatever that is. The item was buy it now $280 plus $30 shipping. I have no problem moving on, however, now eBay shows that i still have an item to pay for. I do not know how to resolve that other than contacting eBay. I paid for the item immediately(within 10 seconds) with buy it now. If that doesn't prove MY intent to purchase then I do not know what would! Then, the seller emailed me and said that he would not ship until I left him positive feedback. If he had stated this in the auction listing, I would never have bid! Now, according to my eBay, I still have to pay for the item. I'm just trying to get the item cancelled now or removed from my eBay. I have 100% feedback. Do not want to jeopardize that because I completed my end of the transaction.
