Paypal holding funds but want me to ship

I have searched and found a few others have also had paypal do this but im not a big ebayer so im unsure of what to do.

When i click the transaction, it says ship now, but further down it says seller protection ineligible and then that the address is confirmed.

Looking for advice, thanks.

That's what I'm dealing with now. I called PP yesterday to find out why it was SPP ineligible. The girl didn't know, but said they couldn't change it. After a bit of pressing, she put me on hold and came back to say that it MIGHT be a "glitch" related to the eBay funds hold and that they would get back to me. Personally, there's NO way I'm shipping out $900 in hopes that I'll get paid for it. I'll be calling back this morning, but if they still don't have an answer, I'll be asking the buyer if they want to wait another day or to for PP to resolve it (unlikely), or if they want me to refund their payment.

most likely the buyer is from outside the US.

Nope - buyer is in Georgia with a confirmed address.

address might be in Georgia but the buyer paypal account is non-US.

The plot kind of thickens. Today i tried to paypal ship the item they have on hold but say to ship (scary) and the other couple of items i sold; it says i have funds, they are on hold, but when i try to print shipping it wont let me use a credit card because i have funds, but when trying to use those funds it says i have none and to transfer money in!

They are causing me a headache!

I have two questions:
1. The item on hold; should i ship that? should i be concerned?
2. Can i ship the other items from the post office as long as i get signed delivery etc? or does it have to be through paypal?

If you are SPP-ineligible, you are screwed if the other party decides to CB or otherwise file a dispute, signature or no signature (and on an item of this value you can't ship USPS, as the signature is not viewable online).

Thanks for the info; so if i have a couple of smaller items i could ship those usps? they are less than 50 dollars.

Actually i can ship the other items through paypal, it just wont let me ship the on hold item with a cc, only paypal funds... erm...

You can use the single shipment form.

The same thing happened to my friend who sold an item on eBay. It turned out that the buyer used a credit card that was not issued in US. But he did have a confirmed address since the shipping address matched the address on Paypal's record (probably he had several credit cards and used one with US billing address to initially register to Paypal. So he had a Paypal confirmed address and when he bought the item he used his other credit card which was not issued in US). It's strange that Paypal allowed someone to do that without checking any data mismatch, but that's what the Paypal CS explained to my friend.

So my friend emailed the buyer explaining why he could not send the item unless the buyer used other payment with billing address that matched confirmed shipping address. The buyer admitted that that was the case (CC not issued in US), but he did not intend to scam, so he changed the payment method after my friend refunded the payment.

You are screwed.

I personally would never ship an item if I had not received the money and if it was not eligible for seller protection. However, if you delay shipping until you receive the money the buyer will to give you a low DSR rating. Two bad DSR ratings is usually sufficient for eBay to suspend a seller.

Ive refunded the buyer; im a very low volume seller, if i get hit with my first negative so be it. I just dont think it right that paypal basically set it up to protect themselves and the buyer leaving me exposed... im a little confused as to exactly what i pay my fees for!

Well paypal did it again; I'm done with eBay, they are just protecting buyers and leaving sellers with all the risk.

So Metric did PayPal ever explain why it was ineligible?

And did they explain why they accepted a payment that wasn't going to be eligible, so wasn't going to let PayPal actually deliver on the terms of their agreement with you, but would instead put you between a rock and a hard place?

They said it was a new policy put in to place to protect me and others on eBay. eBay forums are loaded with questions, one buyer was told by eBay to leave positive feedback so the seller would ship! amazing. I sold about 1k of items last week but only banked around 300 due to new policies.

Metric, supposedly, your funds would be on hold until the buyer confirms receiving the item or Paypal can confirm. This usually involves adding the online tracking information into Paypal, which requires you to ship without SPP

Receiving positive feedback for the item is supposed to clear the hold but it doesn't seem to be working.
