I do have to agree that those kind of remarks are never helpful to an OP. Wish we could avoid them.
THAT SAID, I very much dislike Symantec's debit card rebate program, but I do use their products and am not about to forgo my rebate. I have used their Debit Card to buy a Gift Card for the same amount to a store I shop all the time. Then, next visit, I use the gift card and it's like getting the entire balance as cash toward my purchase. I used to scratch my head about this also as I don't want to have to make a purchase of something I don't need just to get my rebate and I don't want to spend less than what is on the card and forget the small remaining balance as I think that's what their hoping for.
I truly feel the entire "Debit Card Rebate" trend is done just in hopes people won't redeem them or will always leave small balances on the card since it's too hard to spend the exact amount and the issuer will get to take back that money. I was peeved because Symantec originally claimed this switch was made due to "customer requests" and they were full of it!
