I changed ISP's yesterday. Went from ATT dsl (1.5mbs) to Charter (up to 15mbs down). I ran a speed test lastnight when I got home and it showed only 10 down. Ran one this morning showed 15 down. Ran one just now and it showed 22.5mbs down. What site do you all use to check your speeds and is this a common thing with Charter? For the speeds to fluctuate that much?
I hope I can get this typed before I lose connection. It has been only 2 days since I had charter cable internet installed. My internet connection is intermittent at best. Sometimes I will be connected for 10 minutes before it loses connection, other times around 2 minutes. Been like this all day today. I have called tech support and they are no help. You should not be intermittent. either you have a line quality problem or a modem problem. I assume the modem is theirs

Cable internet is a shared service so your speeds will vary depending on others using the service in your area. But you should never lose service. As ellory said call support and get help.
As for a site for speed testing, I like bandwidthplace.com

a service call with cable internet service, all they care about is can they see your modem from the NOC, after that they don't care, speedtest.net is one i have seen used a lot, plod around dslreports.com for free test and tools

DSL is stable, because you get your own direct dedicated line to the switch. Cable is shared with your neighbors, so if your neighbors all saturate the network at the same time, expect it to slow down.
BTW, you switched from a CISPA supporting ISP to another CISPA supporting ISP. From an ethical standpoint, if you want to make a change you might consider Speakeasy. Speakeasy is more respectful of users civil liberties than most ISPs. Speakeasy is also DSL, so your speeds are more consistent and generally guaranteed.

Just a piece of DATUM.
DSL is no more 'stable' than Cable.
However, Cable allows for larger bandwidth across the entire cable hence the 22.5mb test. But as each person comes online, the cable 'reduces' until you all are maxing out your connection.
DSL has this issue as well especially in areas with older equipment.

And DSL has the same congestion issues as it also uses a shared network. The sharing starts at the DSLAM in the CO Call your ISP for troubleshooting
