There is no standardized way to measure contrast ratio. It is usually a misleading number, better to ignore it and look at the picture yourself or read reviews. Some LCD screens have multiple LED backlights, and can dim darker or black areas of the screen to improve contrast, but this is a very expensive feature. Plasma TVs have better blacks than most LCDs, but Plasmas are heavy and use a lot of power.
If you sit very close to a TV, make sure that you get one with 1080P. But, if you sit at a more normal distance, you probably won't see much difference.
Contrast ratio is the difference between the brightest whites and the blackest blacks that a television or video projector can display. Is that important to you?
