At Southpoint I was not upgraded and was not handed my money back. She asked about a strip view and I said I do not care about the view just that bigger is better. She put me on the 24th floor but did not mention anything else and handed me the keys. Turns out it was a standard room. I actually went back to the front desk and called her on it. Basically, I said in all my years coming to vegas no one has ever done that to me. She just gave me a blank stare. She honestly did not know the game. Manager next to her stepped in and said "we do not do that here". I did get my money back. If it had been a $20 I might not have bothered but then she would have thought everything was OK and I was not willing to let that happen. Problem with off strip hotels is they really are the farm leagues. Once someone gets experience they can move to the major hotels on the strip.
Just my experience, but no, it does not really work outside of Vegas. Asking nicely sometimes flies, but you'll rarely get anywhere with a tip added (other than confusing the attendant)
That said, Vegas works great. Batting 4 for 4 there.
