H is never cheap. I'd look for TPA-IAD and TPA-BOS. There are some cheapo $159 same day turns to IAD in L. You might want to see what the H fare is for that route.
I guess this offer is being made available because UA also has a double-qualifying-mile-promotion on at the moment. Until mid-December you earn double status (as opposed to reward) qualifying miles for any flights on UA or UA Express. That means to qualify for Premier status you only need to fly 12,500 miles instead of the regular 25,000. I booked a MIA-IAD-SFO-SAN and return flight for December, which will earn me over 14,000 miles (7,000 before the promo) - more than half of what is needed keep my Premier status. I already have the rest of the miles for this year. Total price for this little jaunt is $270 including all taxes.
It is important to gain Premier if you fly with luggage that you need to check-in (instead of just carry-on). Premier gives you not only economy plus seating, but also 2 free checked in suitcases.
