i had the same problem before. but it's a quick fix. they just want ur info to be EXACTLY the way you wrote it with ur credit card company. FOR EXAMPLE, i wrote:
my name address #1
but on my credit card, it appeared as:
Apt. 1 my address etc
after that, my order was able to go through. just contact ur credit card company, let em kno ur situation.

The store won't accept any of my credit cards. The same ones I use at Amazon.com, etc all of the time. They claim my personal information doesn't match.
The rep on the phone seemed to have an elementary school education at best and wouldn't tell me anything about what was wrong with my info. When I tried to read her the credit card info over the phone it took over ten tries for her to spell "Bethesda" correctly...even though I spelled it out slowly. I don't have a speech impediment either!
They had no answer when I asked them how Amazon will accept my cards and they won't? I guess I won't be buying any Avon in the future...

I am not quite sure how to evaluate Avon. I used Avon for a year in my own country because of their low prices. I always have a question about their prices. Sure that the original prices are high. However, the prices always become incrediable low when they are on sale. For instance, a product with original price $10 become $2. Orignal $30 becomes $6. Sometimes they become free gifts if you buy a fashion magazine. Or they become much cheaper if being sold in a supermarket. These happen not occationally but quite often. So why paying original prices for their products? The second question is about the quality of the products. I know Avon is famous but none of their products work for me (I tried many different kinds!). I have tried many skin care brands. For few, I can feel that they are very good. For many, I don't have any feelings. But for Avon, I just feel no good. Maybe they work for some other people.

I have ordered from them online and had no problems. Customer servce is great when I had a problem with lipstick, she had another one sent to me UPS and said not to worry about sending the old one back. Their regular shipping is the way to go, because it has always come in about 2 days time.
