I just did this over the phone today. See Markber's post here for details. The personal banker I talked with was both very pleasant and knowledgeable. He told me that due to a Citibank policy change a few months ago, they now just use ChexSystems when opening up a checking account -- perhaps for other deposit accounts as well, but I'd want to confirm that. The only exception is if you get overdraft protection, then you'd get a hard credit inquiry, because that involves a line of credit.
Also, after opening up the account with $100 (which can be funded over the phone by e-check or by bringing the funds to a branch -- you've a certain number of days to do this after applying for the account), there is no minimum, as long as you meet the requirement for either a monthly direct deposit or using on-line bill pay for 2 bills per month.
Although they'll send you a welcome packet with a signature card, you can go to your local branch and fill out the signature card there, as well as provide additional information that's required. Your funding check will clear 5 - 7 days after Citibank receives the signature card. Regarding on-line bill pay, the amount is debited from your checking account the day the bill is paid, whether the payment is done electronically or by check (i.e. if the payee isn't on their list of on-line bill system payees). That is probably true nowadays. I had to fight for my last easy checking/savings combo, despite the fact that my previous Citi deposit accounts were closed over a year prior to opening and I disclosed that when applying and verified that I would indeed get the bonus. Luckily, the CCS seem to give intro rates & any sign-on bonuses whether or not you had other cards with them before.

I opened a new checking account with Citibank in Sept with this $200 bonus deal (maintain $100 in the account plus 3 months of at least 2 bill pays to earn first $100, and then after another 3 months of 2 bill pays I would get another $100).
I use my 2 Citibank credit cards for my bill pays. Had to be careful to pay the credit cards through the "billpay" link and not the "transfer" link (it doesn't count because they consider it movement between my different citibank accounts), but just got my first $100 deposited into the account without any hassle.

Thanks for pointing this out. Although it's already stated in marber's post that I referenced, I changed my original post to state that the offer is good only for people who have never had a savings or checking account with Citibank.
I also added a contact number for the account opening department that will let you verify whether or not you've had a previous checking or savings account with Citibank: 1-800-745-1534, M-F, 8am - 7pm Central Time. Use option 1 to transfer to the account opening department.
a bank recently closed my account b/c they said I had negative checkex report with too many recently opened accounts, I dont want to triger a FR from BofA or anyone else what can/should I do about this? Have not found anything else on this out there but I am sure someone else here has had this problem.
