Currently only active duty, reserves, retired, and 100% disabled veterans can shop at the Exchange.
This change will open the Exchange websites (not B&M stores) to all veterans.

Change will take effect by Veterans Day.

You missed some important information.  The plan has been submitted to 4 Congressional committees to see if they have objections to the plan.  If no objections, the plan will be implemented by Veterans Day in November.

this is cool..America IS great again to its veterans..

Do the Exchanges have a single login like ebenefits?

This proposal surfaced a couple of years ago but.never got anywhere. No real hope that this will be any different.

Article says it's already been approved, barring objection from Congress within 30 days.

It's probably that same proposal from a couple years ago, finally churning its way through the bureaucracy.

No, they have their own login. I think they just ask for your name, DOB, and last 4 to verify eligibility.

The decision has already been made (absent objection from Congress within 30 days).

The November 2017 start date gives them time to get the websites ready for hundreds of thousands of new customers. And have a system to verify eligibility.
Their customer service is slooooow as it is. They'll probably need to hire more people.

(I bought a Black Friday TV from them that arrived broken. Took them a month to send FedEx to come pick it up. It was a great price, though.)
