Exact meaning of "Expiration" date of an offer (question)

If an offer says, (offer expires 01/31/2017), does this mean I can still apply on 01/31/2017, or 01/30/2017 is the last day I can apply?

It depends on the situation and company.

Typically they imply the end of the day. Some will make it 11:59pm Pacific

I would not assume PST as the expiration time. EST is safer. For example, Kohls will expire its coupon based on CST (its location).

If this is for a credit card or bank account offer, don't wait until last minute. If your application is delayed for any reason, the approval date (not the application date) may be used when determining whether you qualified for the offer.
