I had a basket with around $300 worth of stuff at OM today and I asked about using a Staples $25 off coupon. They said they will price match, but they don't accept competitor's coupons, so I just said fine, I'll go across the street to Staples. Left the basket at the cash register and walked out...
So to answer your question, it looks like the consensus is No, possibly a highly YMMV.
