for web browsing this thing isn't bad at all. especially since it has a dedicated graphic card.

but if you break this down...

AMD mobo fm2+ chipset = ~$60 max  (i recently bought a used one for $20)
r9 360 = ~$80 max (bought a used one r9 380 for $60)
8gb 1600 ddr3 = ~$10 (I had a few of these already)
2tb 7.2k hdd= ~$70 new? (I bought a used 2tb from eBay for $25)
windows (if you don't activate free)
a case = $60 max (I bought a cheap xion one for $20)
amd apu = ~$90 (better one, eg 7850) (bought a used one from someone for $60)


add all that together: 90+60+70+80+60+10 = ~$370
price I had for a small media center build/minor gaming (60+20+25+60+20=$185) <-but this took me a period of 3 months to gather all the parts.

so if you want to build this exact machine with similar specs, it will cost more than buying this pre-built Dell 

An extra $50 off your purchase of any Dell PC when you buy any Dell monitor, code 38821.  I was able to add the Dell SE2216H 21.5" monitor to cart for a net $40 more.  $90 monitor -$50 coupon.

Seems like a nice configuration for the money.
