If it benefits the grandson, it's not really charity, is it?

By that logic, they should make a charitable contribution to their favorite university to be used for grandson's tuition.

Why? A donation is a tax write off.

1. Yes they can, if the Boy Scout troop is a 501c3. Or they can donate to the national council, and designate it for the local troop.
2. No. Donations cannot be designated to benefit a particular individual, because that would be to benefit the individual, not the charitable purpose. It is no longer considered a donation at that point.
