Recently, RBI has announced the rate cuts by 25 BPS on 4th Oct, 2016 and due to which the repo rate is decreased to 6.25% from 6.50%. This will surely result in decreasing the interest rate in the investment options available at banks so for lenders it affects adversely whereas borrowers will have advantage of this. but what about investors and what are the other investment options?

not sure what you mean by "apart from the banking system"? do you mean investing in stock, bonds, real estate, etc? there are an infinite number of investments not directly involving banks.

  This looks like related to Indian central bank. Perhaps a related forum can provide India specific investment options.
In general, why can you not invest in stocks, bonds, RE etc.
