This bond is insured AA- / A2 rating This bond has call protection meaning it cannot be taken away sooner than the maturity date. This bond is federal income tax free paying every six months at 5.50% APR
The 95.822 price was once only and may have been on a different market than ETrade uses.
I believe the bond market will be closed until Monday. Check the price then.
Looks like a mis-priced transaction and I'll be surprised if it is not reversed and removed (it doesn't make any sense to buy a bond @ 11/10/2016 02:52 PM for 114.51 and then turn around and sell it for such a loss (huge markdown) in less than 30 minutes (11/10/2016 03:16 PM) for 95.822.
