USAA 2.5% Cashback Card Application Eligibility

What are the eligibility requirement to open a new banking relationship with USAA? I am interested in applying for the 2.5% cashback card. But the eligibility requirements are not clear from the site:

You need to join USAA and open a checking account.

With only a few exceptions you need to have served in the military.

First off, there is no 2.5% cashback card from USAA. It's a 1.5% card. They have some others that are higher in some categories though.

Why the red for Quovatis? I clicked on the link and it say 2.5% then if you click for more info it says 1.5%
Not worth it for either .5% more than Citi or less than CITI
Every time I check out USAA they are not the cheapest

Looks like they added AZ to the list of qualified states. Approved for 20k limit.

Texas added also. Finally able to get one for daily spend!!
