I made a roth IRA contribution in march 2016 to wealthfront. Meant for it to be a 2015 contribution but I found out recently that I selected the wrong year and it counted as a 2016 contribution. I do not have the right with the IRS rules to make a 2016 contribution, only a 2015.

Is there anyway to submit a form to the IRS to fix this banking error on my end? If not, do I have to get the contribution re-characterized? Any other solution to this?

  None that I am aware of; you may be SOL.
There might have been a window of opportunity in 2016 to see if the custodian could fix it (assuming you brought it to their attention soon after the contribution).
