My younger brother worked as an independent contractor last year and received a 1099 with 12k worth of income.

Does 1099 income count as earned income like W2? TaxAct wasn't allowing the credit.

He contributed 2k to a roth ira (2016).  Would he qualify for Form 8880 credit?

It counts if properly reported as self employment income on schedule C.

If it's reported otherwise, that's just wrong to begin with.

There's nothing like waiting until the last moment to do this stuff.
