Assuming good condition, I think it's a good deal. Not sure if I've seen any better deals on 8" class tablets for under $100 (the HD+ is actually 9" but I still categorize it with the iPad mini screen. IMO the Nexus 7 is much smaller).

The USB cable is proprietary, but B&N is selling the kit for "half off":

If it already comes with the cable, I don't know if it will fast charge on another manufacturer's 2.1A AC adapter. It should, but B&N is known to do proprietary things in the past.

Finally, you'll need this:
