It heats the milk the spins it with an aerator.  I would say it it's a frother.  If you use the whisk spinner you end up with a cup of "froth".  

Now it's not a pump that shoots hot air at pressure into milk like your local barista.

I will say I have used this frother 200+ times in the last 12 months.  Quick, easy clean up and great quality.

I do two shots (1.1oz) of Arpeggio, 1% milk to the bottom line of the frother and use the "latte" aerator.  Perfect ratio and a quality drink, no sugar needed.
