The Black Friday deal of 20% off all iPods is currently live on Target.com.  Additionally today there is a promo code today TECH for 10% off all electronics and entertainment.  This discount is taken after the 20%.  If you use your Redcard, you'll get an additional 5%.  I got a 16 GB iPod Touch for $136.80 (reg price $199.99).  This saved me a trip into the store on Black Friday, and I got 10% more off than I would otherwise have gotten.

Besides the obvious that the iPod cannot make phone calls, the iPod 6th gen is powered by the A8 chip, while the iPhone 7 is powered by the A10.

I used an iPod for years to make free calls over wi-fi  with Google Voice (Hangouts). Not terribly convenient outside the house but it works very well if you are tethered to wi-fi all day and don't want to pay cell fees.

You can get a 16 GB No-contact unlocked iPhone 5s from WalMart (Straight Talk) for $150.

I think and extra $13 is worth it for the option of throwing in a SIM in the future.
