AT&T Mexico has a great deal. I visited there a few weeks ago and pick up a plan for my US unlock cell phone. It works great. In fact phone calls are better than the Sprint I had. Some of the benefits:
*Unlimited phone calls and SMS in and to the US, Mexico and Canada.
*It is prepaid, if you don't like it just stop paying and it will go away.
*4G AT&T data
*Possibility of doing international roaming, if you add more funds
*They accept US credit card to pay 
*The only info they need from you is your name and e-mail
*Social networks don't count as data (Twitter, Facebook, Facebook Messenger, Whatsapp)
*Customer support is free from the US

Good question...I got it myself at one of the ATT dealers. It would be a matter of calling them and asking if they can ship it.
The phone number is a number from Mexico but I notice something interesting, I also had a FreedomPop phone that I unlocked. I put the card on it and it would call using my FreedomPop number.
I know of a company that travelled down there and put all their employees on these plans. The manager said that it would save them a bunch of money...

Isn't there a difference between 4G data and LTE?

Any information on hotspots? These are allowed on AT&T Go Phone plans, here in US.

I asked about hotspots I was told that I could use it, there is no restriction. In my phone it shows as 4G...I am looking at the moment for an unlocked hotspot to trying it out...

this will be Handy for all the Americans crossing illegally into Mexico...

Yes, Whatsapp has video calling and it is for free. You can dial any number for free and without limit to the US, Canada or Mexico and free roaming to those areas, that is the way the plan is. You don't need any special app. I tried it in a couple of unlocked cell phones it works great.

I'll have to follow this topic. To see where it goes. Perhaps we can just by a sim an activate it through the AT&T Mexico site.

Does google voice work with the Mexico number? If so, that would work great!

Google voice does work, that is the way I send messages to people.

800 Pesos/21= 38 or ask Google type "800 pesos to USD"

No, it does not port US numbers but in theory you can install something like FreedomPop and port your number there...
