All pixels are unlocked. The more important part is that it doesn't say if this is meant for verizon as those bootloaders can't be unlocked.

That doesn't mean it was intended for Verizon. Pixels bought from google directly would still work on Verizon's network too, only difference would be the unlock-able bootloader.
