Is there some way to convert an itunes credit to cash?

Assuming the credit is already tied to your Apple ID, I believe the answer is no.  I looked into this about a year ago and found that you can't transfer iTunes credit to another Apple ID.  Since it will remain tied to your Apple ID, there's no way to transfer it to someone else so no way to convert to cash...

  Is it possible to buy something on itunes that can be resold for cash.

If it's still a gift card or gift card code, you could possibly trade it or cash it out at a gift card trading site. See this article for details:

If you've already applied it to your account as credit, you may still be able to get a refund from Apple. Certain states require companies to cash out a "remaining" gift card balance if it's under a certain amount (typically $5):

Almost all iTunes purchases are restricted to the Apple/iTunes platform, so it'd be very hard to resell most purchases. One possible exception are Disney movies, which can be synced with Disney Movies Anywhere (DMA). However, someone would have to trust you with their DMA account info, and you'd only be able to switch DMA accounts every 180 days:

You can subscribe to certain video streaming/newspaper/magazine services through iTunes, although you may have to cancel your existing subscription if you want to start paying through iTunes.
