Microsoft 'popup' promoting Edge over chrome, how to turn off

I wish I got a screenshot of it.

When I started up Chrome today, the level 'E' on my taskbar all of a sudden had a 'balloon' where it said 'Microsoft Edge is 13% more secure than Chrome, you should use Edge' or something like that.  That balloon also showed some gifs and then closed leaving a small 'i' there for a few more seconds.

How do you turn that off?
